Federal Block Grant Application
The Substance Abuse Prevention and Treatment (SAPT) Block Grant application provides the means for States to comply with the reporting provisions of the Public Health Service Act (42 USC 300x-21-64) as implemented by the Interim Final Rule and the Tobacco Regulation for the SAPT Block Grant (45 CFR Part 96, parts XI and IV, respectively). Part of the mission of the Center for Substance Abuse Treatment (CSAT) is to assist States and communities to improve activities and services provided with funds from the SAPT Block Grant. The information gathered for the application can help States describe and analyze sub-state needs. This data can also be used to report to the State legislature and other State and local organizations. Aggregated together, statistical data from States' applications can demonstrate to Congress the magnitude of the national substance abuse problem. This information will also provide Congress with a better understanding of funding needs. The SAPT Block Grant Application is prepared and submitted annually to the Center for Substance Abuse Treatment (CSAT) by the Missouri Department of Mental Health, Division of Alcohol and Drug Abuse (ADA). The application is a requirement for receiving Missouri’s portion of the SAPT Block Grant, a major source of ADA funding. The SAPT application includes a state plan that describes how SAPT funds will be used. Includes the federal fiscal year (FFY) 2004-2009 applications.

The CSAT requires each state to have a process to facilitate public comment in developing the plan and the application for Block Grant funds. The Division encourages interested persons to review the application and submit comments and suggestions that can be considered for inclusion in the next Block Grant application submission. Synar Reports
The Annual Synar Report (ASR) format provides the means for States to comply with the reporting provisions of the Public Health Service Act (42 U.S.C. 300x-26) and the Tobacco Regulation for the SAPT Block Grant (45 C.F.R. 96.130 (e)).  In accordance with the tobacco regulations, States are required to provide detailed information on progress made in enforcing youth tobacco access laws and future plans to ensure compliance with the Synar requirements to reduce youth tobacco access rates. These data are required by 42 U.S.C. 300x-26 and will be used by the Secretary to evaluate State compliance with the statute. Part of the mission of the Center for Substance Abuse Prevention (CSAP) is to assist States by supporting Synar activities and providing technical assistance helpful in determining the type of enforcement measures and control strategies that are most effective.  This information is helpful to CSAP in improving technical assistance resources and expertise on enforcement efforts and tobacco control program support activities, including State Synar Program support services, through an enhanced technical assistance program involving conferences and workshops, development of training materials and guidance documents, and on-site technical assistance consultation. Includes the FFY 2008 and 2009 reports.

Synar regulations require States to make the ASR available for public comment with the caveat that the final survey results will be submitted to the U.S. Department of Health and Human Services for final review and approval.

Status Reports
The annual Status Report on Missouri's Alcohol and Drug Abuse Problems compares state and national rates of alcohol, tobacco, and other drug use and presents estimates of substance abuse treatment need. The report also provides statewide, regional, and county-level data on substance abuse indicators and number of individuals served in Division of Alcohol and Drug Abuse treatment programs. Includes the 2002-2008 reports.

Missouri Student Survey Report
The Missouri Student Survey (MSS) is conducted in even-numbered years to track risk behaviors of students in grades 6-12 attending public schools in Missouri. The survey includes questions on alcohol, tobacco, and drug use and other behaviors that endanger health and safety. The first MSS was conducted in 2000 by Research Triangle Institute. Since 2004, the survey has been conducted jointly by the Missouri Department of Elementary and Secondary Education and the Missouri Department of Mental Health, Division of Alcohol and Drug Abuse. The Missouri Institute of Mental Health analyzes the survey data and summarizes the results in the MSS reports. Includes the 2000, 2002, 2004, 2006, and 2008 reports.
