The Office of Deaf and Multicultural Services was estabilshed to facilitate Deaf-appropriate, effective, and accessible mental health practices throughout the Department of Mental Health (DMH) and its affiliates.  As a responsible partner, the Missouri Department of Mental Health, Office of Deaf and Multicultural Services, seeks to foster collaborative and effective mechanisms that support the value of mental health for Deaf and Hard of Hearing people throughout Missouri.

The Department respects and values people regardless of hearing status.  All of the programs and services offered by DMH for which an individual would otherwise be qualified are required by law to provide barrier-free access.  In addition to that, there is an added value to increase the use of effective and culturally affirmative options.  In the Specialized DMH Deaf Services section of this page you will see providers who have skills in mental health and experience or training in the field of Deafness.  This growing pool of providers with specialized skills sets work for providers of care that receive funding from the Department of Mental Health for their care and serve those who are qualified to receive DMH funding.

Deaf and Multicultural Services provides support to DMH mental health professionals and Deaf DMH clients in the way of information, resources and policy development.  Director Dr. Keith Schafer and the Executive Team of DMH has provided support and approval for policy development priorities outlined in the Deaf Services Priorities Matrix

The Deaf Advisory Council (DAC) is a group of honored guests who are committed to the delivery of effective and appropriate mental health services to people who are Deaf, Deaf-Blind, and hard of hearing within the state of Missouri.  It is a collaborative initiative between the Missouri Department of Mental Health, the Deaf community and professionals who serve in the field of mental health and Deafness.  Currently this group is hosted by DMH in-person on a quarterly basis, participates in email group discussions and enjoys an “open door policy” with the Office of Deaf and Multicultural Services.  Click on the link below for the structure and function of this group.

Deaf Services in DMH are important but they cannot fit all needs. Sometimes people need counseling or help in a way that is outside DMH services and limits.  People have asked us to share what we know about related or otherwise helpful Deaf-friendly resources.  We think it is a good idea to be a good partner and support the Deaf community.  In collaboration with the members of the DMH Deaf Advisory Council, we have developed an informal resource list (COMING SOON!).  This list is not comprehensive or authoritative, nor does it measure skills or condone any given provider.  It does not express the opinions of DMH or any DAC members beyond our willingness to be a good neighbor and a wish for your health and success.

Deaf Child and Adolescent Services System Program (CASSP)

CASSP is a system of care team for Deaf children and teens in Mid-Missouri. It helps children and adolescents diagnosed with emotional disturbances to gain access to needed services. This is a free service for families with D/HH children ages 0-21 who experience emotional or behavioral issues and attend school in the following counties: Audrain, Boone, Callaway, Cole and Montgomery.
