PROGRAM SPECIALIST II

Developmental Disabilities Division, Licensure and Certification Unit

The Program Specialist II (PS II) in the Licensure and Certification Unit serves as a surveyor for licensure and certification activities.  This staff person schedules, organizes, and prepares for licensure and certification surveys, communicating with providers, the survey team, and other stakeholders.  The PS II conducts on-site visits to community providers individually, as a member of a team and/or as a leader of a survey team, utilizing sets of standards specific to the program and services provided, assessing compliance with those standards and program quality.  Licensed programs reviewed include residential facilities and day program for persons with mental illness, mental disorders, and developmental disabilities.  Certified programs include residential habilitation, individualized supported living, on-site and off-site day habilitation, and supported employment services for persons with developmental disabilities. 

The PS II reviews policies and procedures, consumer records, and personnel files; interviews and interacts with the organization’s management and service delivery staff and individuals receiving services; observes service delivery/program activities; and assesses the physical environment where services are provided.  The surveyor conducts entrance and exit conferences with providers.  The PS II summarizes and communicates finding both verbally and in writing.  A written report is prepared following each survey event.  The position requires excellent verbal and written communication skills; the ability to organize and schedule multiple surveys/projects, to work closely with peers, providers, and other stakeholders, and good analytical and observation skills.

Although the position is housed in St. Louis, extensive travel is required.  Currently, travel time is approximately 30% of the time, but that rate is subject to change.  In the past it has been closer to 70%.  Both day travel and overnight stays, single or multiple nights, are required.  Travel is primarily throughout the Eastern third of the state of Missouri; however, travel to other areas of the state may also be required for surveys or meetings.  This position is covered by the Missouri Merit System and INTERESTED APPLICANTS SHOULD APPLY TO THE MISSOURI DIVISION OF PERSONNEL as soon as possible to have their names added to the Program Specialist II register.
